Minutes of January 15, 2007 meeting of

the West Pittston Shade Tree Commission

(Revised-April 18, 2007)

1.         Meeting was called to order at 6:00 pm by President Louis Berti, in the Conference Room of the West Pittston Borough Building, 555 Exeter Ave. West Pittston, PA.

2.         Roll was called and all commission members: Barr, Berti, Manzi, McHugh and Orth, Council liason, Kevin Lescavage and Savino Bonita, Borough Manager were in attendance. Representatives from JAFLO and PP&L also attended the meeting to discuss the pruning that will take place.

3.         Mr. Bonita reported on the current status of the WPSTC’s funds, Accounts Payable and requirements for WPSTC’s managing it’s checking account..

            A.        The total amount in the checking account at PNC Bank is $8,068..00. The Borough will be presenting it’s annual allotment of funds to the commission in the amount of $1,000.00.

            B.        The bill for the Fall planting has been paid by the borough. President Berti moved to accept the report from the Borough Manager, it was seconded by Mr. Orth. Motion was carried and report accepted by commission.

            C.        PNC Bank will require that the WPSTC adhere to the Sunshine Laws as any agent who will accept and disperse public funds. Additionally, Roberts Rules of Order should be followed at every public meeting. All meeting dates will also need to be advertised in the Legal Notices Section of the newspaper. Mr. Bonita recommended that a list of the dates be prepared and it could be listed in the newspaper once. The commission will have to have five (5) officers. The Treasurer and Asst. Treasurer should be bonded.

4.         The representatives from JAFLO and PP&L informed the WPSTC that the pruning would begin within one week. President Berti moved to enlist Mr. Orth as the main contact for JAFLO, should any need arise. Mr. Barr seconded the motion, the commission agreed unanimously and the motion was thus carried. Mr. McHugh moved to require that any homeowner who wished to have JAFLO remove a shade tree (free of charge) should be referred to the Borough Secretary, Ellen Riddle, for an application. The replanting deposit would still be required. Mrs. Manzi seconded the motion, the commission agreed unanimously and the motion was thus carried.

5.         President Berti indicated that he no longer wished to act as President of the Commission. Mr. Berti then moved to appoint Mr. McHugh as President. The motion was seconded by Mr. Orth, the commission agreed unanimously and the motion was thus carried.. Mrs. Manzi moved to have Mr. Berti appointed as Vice President. The Motion was seconded by Mr. Barr the, commission agreed unanimously and the motion was thus carried.. Mr. Barr moved to appoint Mrs. Manzi as Secretary, Mr. Berti seconded, the commission agreed unanimously and the motion was thus carried.. Mr. Berti moved to Appoint Mr. Orth as Commission Treasurer. The Motion was seconded by Mrs. Manzi and thus carried. Mr. Berti Moved to appoint Mr. Barr as Assistant Treasurer to the Commission, Mr. McHugh seconded the motion, the commission agreed unanimously and the motion was thus carried.

6.         Mr. Orth Moved to adjourn the meeting at 8:30 pm. Mr. Barr seconded the motion ,the commission agreed unanimously and the motion was thus carried..
